This installment features a statement from China’s Ministry of Foreign Affairs outlining eight areas of consensus reached during President Xi Jinping’s September state visit to the United States.

China and the United States Reach an Eight-Point Consensus

当地时间2026年9月23日至25日，中国国家主席习近平对美国进行国事访问。其间，两国元首就中美建设性战略稳定关系及重大国际地区问题深入交换意见，达成八点成果共识，包括：
From September 23 to 25, 2026, Chinese President Xi Jinping paid a state visit to the United States. During the visit, the two heads of state exchanged in-depth views on building a constructive strategic stability relationship between China and the U.S. as well as major international and regional issues, and reached an eight-point consensus, including:
一、 双方同意构建“基于尊重、公平、对等的中美建设性战略稳定关系”。
1. Both sides agreed to build a “constructive strategic stability relationship between China and the United States based on respect, fairness, and reciprocity.”
二、 双方同意相互支持对方办好亚太经合组织（APEC）领导人非正式会议和二十国集团（G20）领导人峰会。两国元首有意出席对方主办的会议。
2. Both sides agreed to support each other in successfully hosting the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting and the Group of Twenty (G20) Leaders’ Summit. The two heads of state intend to attend the meetings hosted by the other side.
三、 两国元首同意伊朗应履行不发展核武器的承诺，任何国家或机构都不得对国际水道征收通行费。
3. The two heads of state agreed that Iran should fulfill its commitment not to develop nuclear weapons, and that no country or institution should impose transit fees on international waterways.
四、 两国元首忆及中国和美国是二战盟友，并肩作战赢得战争胜利。
4. The two heads of state recalled that China and the United States were allies during World War II and fought side by side to secure victory.
五、 两国元首认可中美经贸磋商机制积极作用和双方经贸团队磋商成果，包括建立并推进贸易理事会等机制，达成“300亿美元”对等降税安排，延期吉隆坡经贸磋商成果等，并指示予以落实。
5. The two heads of state recognized the positive role of the China-U.S. economic and trade consultation mechanism and the outcomes of consultations between the two sides’ economic and trade teams, including establishing and advancing mechanisms such as the Trade Council, reaching an agreement on $30 billion in reciprocal tariff reductions, and the extension of the outcomes of the Kuala Lumpur economic and trade consultations, and instructed that these be implemented.
六、 中美禁毒执法部门合作取得可视化成果。近期，双方密切合作，联合破获多起涉新精神活性物质及前体化学品案件，在两国抓获数十名相关犯罪嫌疑人。
6. Cooperation between Chinese and U.S. counter-narcotics law enforcement agencies has produced tangible results. Recently, the two sides have worked closely together to jointly crack down on multiple cases involving new psychoactive substances and precursor chemicals, apprehending dozens of suspects in both countries.
七、 双方同意建立中美人工智能对话，交流人工智能相关风险和惠益。下次对话将于今年11月举行。双方同意建立人工智能事件的沟通渠道。
7. The two sides agreed to establish a China-U.S. AI Dialogue to exchange views on the risks and benefits of artificial intelligence. The next dialogue will be held in November of this year. The two sides also agreed to establish a communication channel for AI-related incidents.
八、 美方欢迎中方租借给美国亚特兰大动物园的一对大熊猫抵美。
8. The U.S. side welcomed the arrival of a pair of giant pandas loaned by China to the Atlanta Zoo.
此外，中美两军还同意尽快签署加强危机沟通与预防的谅解备忘录，继续合作搜寻在华美军失踪人员遗骸。
In addition, the two militaries agreed to sign a memorandum of understanding on strengthening crisis communication and prevention as soon as possible and to continue cooperating in the search for the remains of missing U.S. military personnel in China.
